Our members’ ability to provide quality health care to their patients is our top priority. To ensure they can do so, we work to change policies and practices that threaten the independent pharmacy industry.

EPIC PharmPAC provides legislative representation for members and helps to elect representatives who support access to quality health care and plan to enact pro-pharmacy laws.

2024 Legislative Priorities

In 2024, EPIC PharmPAC is focused on 3 important issues:

  • Medicaid Managed Care Reform
  • Provider Status & Payment for Services
  • PBM Reform/Enforcement of Existing State PBM Regulations

2024 Legislative Wins

  • West Virginia SB 453 establishes transparent, cost-based reimbursement to pharmacies serving members of the West Virginia Public Employees Insurance Agency (PEIA). Additionally, the bill will also require a pharmacy benefit manager (PBM) that contracts with PEIA to be transparent in providing complete data and requires a PEIA pharmacy transparency to be completed before 2025.
  • Kentucky SB 188 controls drug costs in Kentucky, provides transparency for patients, employers, and the Commonwealth regarding their prescription drug benefits programs, and establishes greater oversight of the pharmacy benefit managers (PBMs) that administer those benefits. The law requires pharmacy reimbursement in the commercial market and in most state employee plans of NADAC plus a mandatory dispensing fee of $10.64.
  • Tennessee SB 869/HB 282 expands pharmacy scope of practice. This legislation makes permanent PREP ACT authorities for immunization and testing; and allows pharmacists to prescribe preventative medication for medical conditions.
